Traditionally, the role of a property surveyor, inspector, and auditor has been to identify the work needed to bring an asset back up to standard or maintain the 'level of service' as defined by your organisation. While this facility assessment provides a good short-term plan, it's challenging to use this data for other purposes. Yet, as the asset manager, you need to undertake asset condition assessments that provide for the immediate works programs, as well as collecting data that will be used for longer-term lifecycle planning.

The question then becomes, what data is needed to be collected, to what level of detail and what's the most efficient way to go about this.

With thousands of assessments done over the past 20 years, this is what we know works well:

  1. Determine your business needs, as these needs will drive the type and extent of the survey that's needed
  2. Evaluate software options: this is an 'asset information management' process that needs to start with data and end with data - choose the software before determining the condition assessment process.
  3. Choose Inspect by SPM Assets - whether as a one-off project or for your on-going information management needs. It makes the facility condition assessment process a breeze.
  4. Our asset management software lets you use an off-the-shelf configuration, or you design your own setup. SPM Assets has many different templates to choose from, which make it very easy to start the building condition assessment process.
  5. Review and rationalise your existing data for use: existing asset registers are usually a very good start, so make use of existing condition report data before collecting new data.
  6. Localise the templated component references to your specific environment: asset names, unit rates, criticality, and useful lives should all be aligned with your local environment. For example, coastal locations could have lower useful lives compared to 500 km inland.
  7. Run a pilot assessment over 3 to 5 days by an experienced Inspector. This confirms that your setup of the SPM Assets software will provide for your business needs. Test the level of detail, the time needed in the field, analytical results produced, and the range of reports. Then tailor the process, the business needs, and the setup as needed.
  8. Once the results of the pilot are confirmed, document the setup and train the Inspectors. Ensure consistency by continually monitoring their process hourly and undertaking further training if needed.
  9. As part of the setup and pilot, write up a 'quality assurance' script: every survey project is different and the QA needs to check back to the business needs. Is the right data being collected to the right level of detail?
  10. Assess data confidence at a component level: quantities measured, condition grading, unit rates, and economic lives. Report the overall data confidence of the project:
    • Completeness: percentage of the total number of assets that should have been identified - aim for 90%.
    • Reliability: aligned with the skills and experience of the inspectors - could be from 70% to 100%.
    • Accuracy: indicates whether component quantities have been guessed or measured.

What progress should be made in 1 day?

Depending on the type of asset, allow for 700 m2 to 1,100 m2 per day per Inspector.

Is there a general principle that should be followed?

Identify, describe and assess. 

What level of experience should the Inspector have?

 Depends on the business needs - start with a 'generalist inspector' and then add 'specialists' if needed.

What is the right level of detail?

Follow the templates provided by SPM Assets - these give guidance through the standard list of component names aligned with various industries.
